I found a lot to like in Davis's article. But, this passage is not quite accurate:

In the eastern, forgotten part of New Orleans--including both the upper and lower Ninth Wards, bordering the Industrial Canal--the levees are lower and far worse maintained than those that protect the central parts of the city, with the large tourist assets.

The tourist 'assets' are in the older parts of the city that were built prior to the development of levee systems. They sit on higher ground that is close to the Mississippi River. That is counter-intuitive, that the high ground is close to the river, but that is just the reality. The earliest settled areas, where the tourist 'assets' now reside, were the naturally best places to settle because they didn't flood every year due to the spring run-off through the Mississippi River.
